Move Stationery and Rules to top section of left navigator

Currently the Tools section in the left navigator of mail is below folders, so when the folders section is expanded, these are scrolled off the screen.  These should be relocated to above the list of folders for easier access.  Then include them in the fixed section as described in the linked idea.

I've never use them, so I can't vote in favor of this idea.

You never use rules? You never use stationery? I suspect you're not an administrator and you don't get much email that would require mail rules. Lucky you! Hopefully you don't base all your votes only on if the idea is something you personally would use.

I voted "No opinion", which anyone can check by clicking on "Voting".

I'm a developer and while I understand them and used them once or twice to make sure I understood them, I never use either of them and have no opinion on it. I suspect most regular users don't use them either.

If you'd prefer, I'll vote to demote because I think it not used by enough users to warrant the change.
